Blackwood’s team supports the daily work that keeps Districts moving: meetings, records, reporting, billing, compliance, consultant coordination, and resident communication.
Pam leads Blackwood Advisors’ District Management Solutions practice, providing District management services in Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah. Pam has extensive experience in law, public finance, and regulatory frameworks across multiple regions; prior to joining Blackwood, she practiced real estate and public finance law.
With over 25 years of governmental consulting experience across Idaho and Utah, Anne serves as the District Manager for all Idaho special districts. She oversees all District public meetings, serves as the custodian of all official records, manages District consultants, monitors legislative changes, administers District financing agreements, and maintains District calendars, websites, and document archives. Anne holds a Master’s degree in Public Administration from the University of Utah.
Jacquelyn serves as the District Manager for all Utah and Arizona Districts, overseeing public meetings, coordinating consultants, administering District financing agreements, and maintaining District calendars, websites, and document archives. She also supports all administrative and operational functions for the broader Blackwood District Management Team, including monitoring state legislative changes and providing support for Districts in Colorado, New Mexico, and Texas. Jacquelyn holds both a Bachelor’s degree in Business Management and an MBA from Grand Canyon University.
James directs Blackwood’s financial modeling division, ensuring models are accurate, up-to-date, and seamlessly integrated across all Districts and related jurisdictional property tax collection departments as may be required. James holds a Bachelor’s degree in Applied Mathematics as well as a certificate in Applied Business Data Analytics from Arizona State University.
Andrea oversees all budgeting, accounting, auditing, financial and continuing disclosure reporting for Blackwood-managed Districts. Andrea has managed international entities across Australia, Canada, and the UK, and expanding operations into Ireland and Singapore. Andrea is a CPA and holds an MBA from the University of Utah.
Ozzie brings 30 years of financial and analytical experience across the public and private sectors in Nevada and Idaho, and is recognized across the Northwest for his expertise in development impact fees, infrastructure improvement planning, and fiscal and economic impact analysis. Ozzie currently serves as Budget and Finance Analyst for Blaine County, and as Deputy District Manager and Deputy Treasurer for the Spring Valley and Avimor Community Infrastructure Districts in Eagle, Idaho.
